Capital planning in healthcare is the process of allocating, evaluating, and managing funding for potential projects, investments, buildings or infrastructure improvements, and purchasing durable goods. 

Effective and coordinated strategic planning and capital budget planning are the foundation for success in healthcare. Markets are dynamic, and an organization’s ability to react to this fluid environment is necessary to manage risk, allocate resources efficiently, and plan for the long term.

As issues like increased material and labor costs, capital accessibility, flexibility, and technology requirements loom large over healthcare construction and renovation projects, design and product partners need to add a new skill to their toolbox – understanding capital planning from the owner and facilities perspectives. By being knowledgeable and conversant about their issues and able to assist owners with data and solutions to help inform capital planning the more likely you will have a seat at the table during early planning discussions.

Zach Isbell, MSHA, PMP, CHC
Vice President, Real Estate, Emerus

Zach Isbell is the Vice President of Real Estate with Emerus. In this role, his efforts are focused on leading a team in the identification, development, execution, and transition to operations for all new facilities and partnerships. This includes both net new partnerships as well as expansion of existing markets. Other responsibilities in this role include management and administration of the leased portfolio including primary facility leases with existing partners and sub-lease/sub-tenant relationships in master-leased facilities and ongoing capital investment in existing facilities.

Prior to joining Emerus Isbell worked with a wide array of healthcare providers, operators, and healthcare adjacent entities supporting construction, development, and real estate efforts. His experience includes significant time as both a general contractor/construction manager and a contracted Owner’s Representative.

 

Chris Knueven
Vice President, Design and Construction, Bon Secours Mercy Health

Chris is currently the Vice President of Design and Construction at Bon Secours Mercy Health and responsible for a 45-hospital system located in 7 states in the Midwest and Eastern US with an annual budget of $450M for construction. Chris has over 30 years of industry experience in the creation and building of medical facilities, office complexes, laboratories, university facility expansion and redesign, retail and multi-family construction with a focus on Quality and Compliance. 

 

Alicia Wachtel
Executive Director, Planning, Design and Construction, Cedars Sinai Health System

During this time of system transformation and geographical growth for Cedars Sinai, Alicia is responsible for the management and leadership of capital projects related to the health system’s expansion, the Medical Delivery Network growth, and the built platforms supporting care delivery transformation. Her responsibilities include hands on work with Real-Estate strategies that support the robust portfolio of new clinical space. Since 1995, Wachtel has dedicated her career to Healthcare Design. Prior to joining Cedars-Sinai in 2017, Alicia Wachtel was a Healthcare Principal in the Los Angeles office of HOK.  

Alicia’s professional career has been focused on the delivery of complex replacement projects and the multiple delivery methodologies associated with them, including hospital P3s. 

Alicia holds a Bachelor of Science in Architecture and Urban Design from the Technion, Israel Institute of Technology, where she transferred from the School of Architecture, Universidad del Estado, Montevideo - Uruguay.
