Colonel Richard C. Evors is the Chief of Transition and Innovation for the Facilities Enterprise at the Defense Health Agency; and Deputy Chief Capital Strategy Management Branch, responsible for transforming execution of design, acquisition and construction for the $2.8 billion medical Military Construction portfolio. This includes his guidance of the $667 million initial outfitting and transition program and $5.4 billion in long-term Capital Investment strategy. Colonel Evors also serves on Department of Defense Unified Facilities Criteria Work Group and also develops Enterprise planning and execution standards and criteria for healthcare facilities.
Colonel Evors was commissioned into the Air Force in December 2002. He has commanded the 319th Healthcare Operations Squadron, 319th Medical Support Squadron and served as Administrator for the 319th Medical Group with oversight of 160 staff and an annual operating budget of $5.4 million. Colonel Evors has performed responsibilities in medical Military Construction, with experience in financial programming, standards and issuances, cybersecurity, and defense task critical assets. He previously held leadership positions at the Defense Health Agency as Chief of Military Construction, at Air Staff as the Air Force Medical Support Agency Executive Officer, Deputy Branch Chief in the Health Facilities Division, and Chief, Medical Support Plans and Programs at the USAFE Command Surgeon’s office. Colonel Evors has been a board-certified Architect over twenty-seven years, licensed in the State of Florida, and a member of the Society of American Military Engineers and American Society for Healthcare Engineering.
